An improving economic outlook could spell the end of Downtown’s incentive program designed to help retailers weather the recession.

The Center City Development Corp.’s policy committee recommended Wednesday that forgivable loans for existing retailers be discontinued June 30, senior vice president of planning and development Andy Kitsinger said.

“The rationale is that the program was intended to be a temporary, stopgap measure based on the economic downturn,” Kitsinger said. The economy has come back to some extent, and retailers have made the necessary adjustments in their business models.

The committee also recommended tighter rules on forgivable loans for new retailers. Center City forgivable loans don’t have to be repaid if recipients meet all program conditions.

The recommendations go to the development corporation board for action next Wednesday.
